      提前還貸買二套,值不值?


      首套房貸款還清再購房享受首套房政策,記者近日在本市部分銀行網點采訪時發現,已經有不少人來咨詢或辦理房貸業務,甚至有計劃改善住房的市民,有意提前將首套房貸款還清,以便在購買二套房時能享受到房貸優惠政策。

      房貸新政催生還貸熱

      “我申請房貸的時候趕上政策好,商貸利率比基准打了八折。”來銀行咨詢房貸業務的市民趙先生告訴記者,他現在有近15萬元的商業貸款沒還,還有8年按揭貸款才到期。聽說最近房貸政策有可能調整,他想問問是否有必要提前還貸。

      趙先生說,他的這套按揭住房只有60平方米,經過幾年工作有了些積蓄後,他開始考慮換套住房。如果還清房貸之後就能“不認貸”的話,那他把現有住房賣掉再買房就能享受首套房的條件了。“首套房的首付至少要交全款的三成,而二套房則至少要六成,這之間的差別可大多了。”趙先生說,如果買套100萬元的新房,30萬元的首付差別直接決定了能不能辦得了按揭貸款。

      “從國慶節後第一個工作日開始,就有不少來咨詢、辦理提前還貸業務的客戶。”接待趙先生的銀行工作人員介紹,這些客戶大多是想還清房貸之後再按照新標准買套新房。“還有的客戶是在9月剛提交房貸申請的,今天可以發放貸款了,卻告訴我想延期辦理,要等等新政落地後的折扣優惠。”

      8.5折利率預售成主流

      房貸新政“攪亂了”長假後的第一周。在明確的預期與尚未坐實的現實之間,樓市買賣雙方都有點沈不住氣。不少中介開始了“預銷售”,樓市變數激增。

      “您的房貸不是已經還清了嗎,再買房就可視作首套,首付三成,利率8.5折。正式合同等到各銀行房貸新細則下來後再簽。”近些天,在天津南海河教育園附近的幾個售樓處,銷售員們不厭其煩地向買房者解釋。

      “我們這幾天賣了16套新房,是過去兩個月的總和。其中14套房子約定好是基准利率的8.5折,另2套約定好是基准利率的9折,正式合同等房貸細則下來後就簽。”天津一家房地産中介的銷售經理李青告訴記者,目前他們還沒有接到四大行的房貸優惠細則,“各家銀行都在相互觀望,看別人怎麽出牌,但‘認貸不認房’、首套房還清貸款再貸仍算首套,已經是板上釘釘的事了,畢竟央行和銀監會已經發文了。”據不完全統計,這兩天,中介經辦的新房中,給出的意向性房貸利率大多居于基准利率的8折至9折之間,以8.5折爲主流。

      假離婚不再是“好招”

      而當初爲了享受首套房優惠而假離婚的人,卻因爲新政白忙一場,市民程先生夫婦就是其中一例。今年5月,爲享受首套房待遇,程先生夫婦辦理了假離婚,協議名下的兩套房子每人一套。

      然而在他們離婚不到四個月,房貸新政出台了。按照新政規定,完全有能力提前還貸的程先生夫婦根本無須離婚。更令人遺憾的是,在假離婚期間,程先生夫婦的感情出現變故,一方不想複婚。

      “新政落地,真是有人歡喜有人愁啊,那些假離婚的算是白離了。”從事房産中介工作近10年的朱先生說,“去年國五條出台以後,大概四五月份假離婚的最多,除了避稅就是規避二套房的高首付高利率。”

      朱先生告訴記者,以前他在銷售住房時,有不少客戶主動咨詢假離婚事宜。爲了促成交易,他和同事們也都曾向業主或購房者建議過假結婚、假離婚,“扣除外在因素,假離婚的成本也就是領個離婚證交個工本費,你不離婚就要多掏幾十萬元,哪個更劃算?”

      如今新政落地,朱先生也松了口氣,“建議別人離婚畢竟不是好事兒,現在總算沒有那麽重的負罪感了。”

      提前還貸還需精打細算

      新的房貸政策讓不少房貸者考慮是否提前還貸,以便于購買二套住房。對于這個問題,銀行理財師建議購房者進一步精打細算。如果要提前還款,各銀行要收取一定的違約金。大部分銀行是按照提前還款金額的百分比收取,也有些銀行是按照貸款余額的比例收取,有的銀行是收取幾個月的利息,還有些銀行是收取固定的金額。所以想要提前還貸的市民,應該先弄清楚自己貸款的銀行提前還款的政策,計算提前還貸的成本,權衡後再作決定。如果你有好的投資理財的渠道可以比銀行還貸的利息掙得多,建議應該選擇投資。

      如果確定提前還款對自己收益更大,則需要注意三個技巧:首先,貸款人選擇貸款期限越短越好,這樣可以避免不必要的利息損失,因爲貸款期限越長,支付的利息越多。其次,在貸款的方式上,貸款人應采用“等額本金還款法”。這種還款方式的優點是本金保持不變,利息逐步遞減,其間若選擇提前還貸,歸還的本金多,利息支出就相對減少。而等額本息還款法每月償還金額相等,在償還初期利息支出最大,本金最少,以後利息支出逐步減少,本金逐步增加。因此,貸款同樣到某個時點,“等額本息還款法”所要支付的利息高于“等額本金還款法”,而在提前還貸時已支付的利息是不退還的,所以,這樣就相對多支付了許多不應該提前支付的利息。最後,如果購房人在看中新房或換大房時,可采用轉按、加按、換按方式解決,避免利息損失。

      不過對于那些還款時間已經過了一半的市民來說,提前還款就沒有多大必要。因爲等額本息還款的還款利息支出通常集中在還款初期。而對于那些等額本息已到還款中期或是等額本金還款已過1/3期的,利息基本上已經支付得差不多了,提前還款的部分則更多的是本金,利率漲跌對還款數額的影響不會太大,再選擇提前還貸就沒有多大意義了。

Again, whatever may be the relative justification of teleology as a study of functions in the living body, we have no grounds for interpreting the phenomena of inorganic nature on an analogous principle. Some Greek philosophers were acute enough to perceive the distinction. While admitting that plants and animals showed traces of design, they held that the heavenly bodies arose spontaneously from the movements of a vortex or some such cause;222 just as certain religious savants of our own day reject the Darwinian theory while accepting the nebular hypothesis.223 But to Aristotle the unbroken regularity of the celestial movements, which to us is the best proof of their purely mechanical nature, was, on the contrary, a proof that they were produced and directed by an absolutely reasonable purpose; much more so indeed than terrestrial organisms, marked as these are by occasional deviations and imperfections; and he concludes that each of those movements must be directed towards the attainment of some correspondingly consummate end;224 while, again, in dealing with those precursors of Mr. Darwin, if such they can be called, who argued that the utility of an organ does not disprove its spontaneous origin, since only the creatures which, by a happy accident, came to possess it would survive—he334 answers that the constant reproduction of such organs is enough to vindicate them from being the work of chance;225 thus displaying his inability to distinguish between the two ideas of uniform causation and design.
